Take Action: Protect Food Access for SNAP Recipients!

Submit a Public Comment

On September 25, 2025, the USDA Food and Nutrition Service published a proposed rule that would radically change the staple foods that stores are required to stock in order to participate in SNAP. This rule will make it extremely difficult for small retailers to meet the expanded stocking requirements, which could force small retailers to lose their SNAP license and reduce community food access across the county. 


Store owners, community organizations, and individuals should submit a public comment opposing this rule using the toolkit below. The deadline to submit comments is Monday, Nov. 24th.

Public Comment Toolkit

Best Practice for Public Comments:

  • Include the personal impact of this proposal to you, your store, your community or your organization.

    • What would it mean for you if the closest store to your home couldn’t accept SNAP?

    • What would it mean for your business if you had to carry products that you knew won’t sell?

    • For more ways this could impact your community, check the public comment toolkit.

  • Use talking points from the toolkit as a starting point, but make your comment unique with your own words and perspective. A comment in your own words is most impactful!

  • You don’t need to cite any sources, but you can submit sources or additional material to support your comments if you wish.

  • Submit your comment by the Monday Nov 24th deadline.
